September 2026 ratings update
It's been some time since we updated the Who Funds You? think tank ratings. We're pleased to be able to release a partial update.
Unfortunately, we don't have the funding to do a complete audit at the moment. So below we've outlined what has changed.
We have updated our ratings page to reflect these changes.

Addition: The Tony Blair Institute has been awarded a Grade D
The Tony Blair Institute for Global Change is a huge organisation with operations in many countries around the world. Judged by turnover alone it is far larger than most of the UK-focussed organisations we rate.
It is also structured in such a way that makes it very difficult to identify how much money is spent on UK-focussed projects versus international work. Nevertheless, the think tank does name some funders and it does share some information about how much they provided.
For this reason it was judged to be a grade D.
Addition: The Centre for a Better Britain has been rated as Grade E
The Centre for a Better Britain provides no information on the source of its funding on its website. It was once known as Resolute 1850. An entity trading as Resolute 1850 Ltd is registered on Companies House. The most recent accounts filed at companies house also give no indication of the source of funds for the organisation.
It is not clear what corporate entity is behind The Centre for a Better Britain as there are media reports that the organisation has received donations far larger than the amount declared in the accounts for Resolute 1850 Ltd.
For this reason the organisation has been given a grade E.
Upgrade: Institute for Government has been upgraded from a D to B
Thanks to Nick who audited this one using our volunteer audit form. We agree with his assessment of the Institute for Government and have upgraded their ratings from a grade D to a grade B. You can see their transparency page here.
Upgrade: Re:State has been upgraded to an A from B
The Think Tank formerly known as Reform has changed name to Re:State. We also believe it now meets the criteria for a grade A rating as it names all institutional funders with exact amounts.
Upgrade: Enlighten has been upgraded from an E to a D
Another think thank that has changed name to avoid any association with the political party Reform UK is Enlighten. The most recent accounts released by the Scottish think tank names three donors, worth a total of £75,000. However, it gives no systematic account of where the remaining income for the year came from.
This disclosure is sufficient for us to upgrade the transparency rating for Enlighten from a grade E to a grade D.
Removed: High Pay Centre
The High Pay Centre announced that it was to close in August. The Think Tank was consistently rated as grade A for funding transparency.
Removed: Scotland’s Future Forum
This Think Tank is no longer operational, so we have removed it from the ratings.
Removed: Respublica
The former Grade E rated think tank has not been operational for some time. We have therefore removed it from the ratings.
Removed: Conservative Way Forwards
Another Former Grade E rated think tank that appears to have ben completely inactive since 2024. It now does not even have a website. It has been removed from the ratings.
Removed: Orthodox Conservatives
This think tank has also been removed from the ratings because it appears to be completely inactive.
Removed: Centre for the Union
This Think Tank has been removed from the ratings. It also has apparently been completely inactive for some years.
Removed: Bow Group
This Think Tank has been removed from the ratings. Again it also has been completely inactive for some years.
Removed: The Bruges Group
The Bruges Group is still active on social media. However, it has not produced substantive research or policy papers for some time. For this reason, we have removed it from the ratings as it does meet our definition of a think tank at present.
Removed: Social and Environmental Justice
This group has also been removed due to inactivity.
Correction: An earlier version of this post gave ThinkLabour a downgrade from a D grade to a grade E. Staff at the organisation subsequently let us know that they have maintained their disclosure policy and thus should have remained a Grade D. We agree, so we have retained their Grade D rating after all.
